As a follow-up, we were actually able to get it working. We also installed a loopback adapter as described here windowsreference. Also of note, you have to manually check and ignore the other items listed in the install process. No worries - it works. As a follow-up, this will only sort of work. Improve this answer. I dont know why Oracle hide the patch behind this requirement all of their client software is available using a normal logon. So as far as I'm concerened my question still stands.
